This was our first real glimpse of Megaman as a deep thinker. He's spent all this time killing robots that were just like him. In the first one they were even presumably his friends, built alongside him in Dr. Light's Lab. In the second one, Dr. Wily has continued the destruction by making his own robot slaves and twisting them to further his own selfish goals. And the only way Megaman can stop the damage is by killing them first. No wonder he starts spouting pacifist doctrine later!
