There are hundreds of Beethoven's Folk Song Settings. All of them great. There is a Deutsche Gramophon collection of the complete folk song settings. 7 cds. Sublime.

As an 11 year turntable dj who's gone to Berklee for classical composition, i can assure you that all composers sampled in their own fashion with Handel being the best example; It's just that time has made their samples too obscure to reference. And it has nothing to do with rap but rather the current state of music in general. ie. it's not like brittany spears can play a violin or write her own songs. Scapegoating rap leaves yourselves to be picked apart by accusations of racism or bias.
