what he did was simply make a reactor that converts h20 (not water but hydrogen) that separates hydrogen from oxygen, then use hydrogen as fuel and dumps oxygen out into the exhaust.

It doesn't matter anymore how his cell works because we know now how to run any gasoline engine with pure HHO. His invention will be devalued and useless.
