You do not need permission to record someones song, but you do have to pay them some serious money. Elvis Presly wanted to sing this song but he wanted the Copyrights so that he didn't have to pay. Dolly refused. Whitney recorded the song and now Dolly is making a killing off of it; probably more than Whitney.
