u can only get water bolts from books in the dongeon and u can collect books with thee hammer witch u can use to craft bookcases and possibly other stuff

It's possible that because you spawned in a large world the sky island is higher up so you won't hear the noise of the bullet hitting land plus sky islands are usually nearby where you first spawn
