Pioneering 12 century engineer Al-Jazari designed and produced highly accurate and beautifully elaborate machines.
He is well know for his Scribe Clock, automated robots and the legendary Elephant Clock.

Leonardo da Vinci is the only one I can think of that's even comparable. Someone on another site also mentioned Heron of Alexandria. The inventions of all three were centuries ahead of their time.

@COZYTW You found Al-Jazari boring? That's astonishing. Why Rassilon himself would be astounded by the works of Al-Jazari, which combined pioneering engineering with a passion for the aesthetic that was truly unique.
Oh well, can't please everyone. Some Doctor Who fans who just enjoy the big explosions, gurning and running down corridors and have zero interest in science and engineering. :)
