Un-freaking-believable. THIS embodies the reason why I have thrown "party lines" to the curb. They are all the same, with possibly a few exceptions - greedy, godless, moral-less, self-serving crooks who trash the constitution.

Most legislatures have ways of dealing with problems of time management: in the European Parliament, they do all their votes at the end of the day in one big block I think, and in the British House of Commons you have a 'pair' on the other side of the aisle who, if you can't make a vote, doesn't go either. Bear in mind that in the House of Commons, the physical act of voting involves walking through the lobbies and takes about 15 minutes each time - these people have nothing to complain about.

I would think that the people voting multiple times have been asked to do so by the representatives they sit near. That is just a guess, but I think that philosophy is quite common in our culture. For example, holding a place in line for someone, or watching someones luggage as they use the bathroom. Humans do favors for each other, sometimes.
