in the winter i usually run on the tred mill n do push ups/pull ups

haha come to michigan if you want a winter wonderland that is SOMEwhat close to russia (michigan is like the USA's russia )
i run/jog (help with lung capacity) ab-lounge (helps alot cause you can use it while watching tv and doesnt make you want to sit on a heater)
weight lifting
and here soon me and a friend is going to try out that tractor tire push-thing you had in one vid awhile back.

what exercises do u reccomend if u do not have any wieghts or weight sets?

You can never go wrong with bodyweight training. Mix up pushing & pulling exercises (i.e. various push ups & pull/chin ups). Mix up plyometrics & calisthenics (i.e. the exercises I just mentioned, mixed with plyo exercises like jump squats, hops, plyo push ups).
Also, if you don't have weights, no worries. Pick up something heavy like 5 gallon drums or water bottles filled with sand (or water :-) & perform farmers walks, etc.
Be creative, have fun, & other than being safe, there are no rules!

Sincere, what about outdoor cardio in cold weather? Hill sprints? Is it unhealthy to do cardio in freezing cold air?

As with any weather conditions, you should proceed with caution. However, how, when, and where you train is dependent on not only the weather conditions, but your personal conditioning.
Hill sprints would be interesting; however, I don't know if it's a good idea if the hills are icy :-)
Is it safe to train in the cold? Depends. Folks do it in cold-air friendly countries like northern Europe all of the time.

I will admit, cold air will do wonders for your cardio conditioning.
Just make sure you are dressed appropriately for the conditions, as well as, make sure you're well hydrated...even in the cold.
Most importantly, train smart, and be safe.
