Either it works to generate money for the government, or it works to reduce emissions.

Or, putting it another way: Either it fails to generate revenue, or it fails to reduce emissions.

If companies stay below the cap, it's a WIN-LOSE. If companies go beyond the cap, it's a LOSE-WIN.

No matter who you are, do my words not make sense?

The debate is whether carbon emissions are a problem worth paying to fix. And companies ALWAYS pass on their costs. (Because they're supposed to!)

It will indeed "generate revenue" as energy costs skyrocket.

Of course companies will pass their costs on to consumers.

So in truth consumers will pay the entire cost.

And what we lose will be gained by those who control the energy market buying and selling energy offset credits. (eg Al Gore)
