Changing the Prop 13 property tax to a tax on land values only to raise the same amount of revenue (and thus not raise taxes over all) would encourage more efficient use of land in our cities and provide the incentive business and investors need to invest capital for housing and all other purposes thus creating profits and jobs. This Republican claims to understand economics but hasn't a clue. Unfortunately neither does the Democrat. This idea is called Land Value Taxation. Check it out.
