If Yagami Light could have changed the world on his own, he would have. Unfortunately he had to usre other people on the scale of his task. Those other people failed him, especially Mikami (the idiot). Light defeated L, and would have outsmarted Near too, if it weren't for the idiot.
But what would the people make of Light being victorious? Justice or not? Good or evil? I think he would have gone overboard and used his given power to control the world, rather than help it.
