This is another benefit in the game that makes no sense. You build a statute that represents LIBERTY to all and you can now change to a government that doesn't mean that? So if you are Democracy you can now become a Monarch or Communist nation without problem all because you have a statute that honors the rights of all people and freedom and liberty?
