I was like you the first time I heard the statement. However, after reading various interviews with Nas, he doesn't seem to be referring to Hip-Hop culture being dead but rather the fact that most fans of Hip-Hop do not know the culture's history, where it started and who the originators were. After listening to the album several times, Nas mentions individuals like Grandmaster Caz and Kool Herc. I see the album more as an ode to the Hip-Hop he grew up on.
