It has been said that around 80 million people throughout Europe are living in poverty. This is at the time when the rate of poverty throughout the European Union family is varying between 10 to 23 percent depending on the geography.
Traditionally, though; the lowest rate of poverty throughout Europe has been that of the Scandinavian nations plus Austria and Switzerland and a few other ex-socialist countries such as the Czech Republic, Slovakia and Slovenia. But, ironically enough, those with the highest rate of poverty throughout Europe happen to be the United Kingdom, Poland, Germany, Spain and France.
Here is from Paris Mark Votier reporting.

When Coluche made 'resto du coeur' he said this is supposed to be a "temporary help."
~20 years later, french government is waiting for people to give food.

The worse thing for me to see is when people are hungry.

Once things go bad in France, it is almost impossible to get back on your feet. Giving a few euros to a homeless person doesn't do much- they need THOUSANDS. Its the huge constrictions the govt places on citizens, and the massive rulebook that guarantee that if things go bad, they go really, really bad. Either you totally conform to govt or you're out.
