Russia's HAARP - Weather Modification? or Research Station?

According to many people from Russia I have spoken with, every year at the May Parade in Moscow's Red Square, if the weather is not nice they will turn these Giant Tesla Coils on and clear out the skies.

The issue of "Weather Modification" is no longer controversial, so I don't understand why the US Government still tries to hide it and keep it secret??? Only in the USA!!!

The title is very misleading and offensive!!! The towers with tesla coils shown in the beginning IN RUSSIA are not any sort of HAARP technology what so ever, those look VERY VERY related to Tesla's inventions for wireless transmission of energy.... AT THE END OF THE VIDEO on the other hand, around 3:00 the electric GRID is VERY VERY related to HAARP technology and IS NOT located in Russia, but in UNITED STATES, don't mislead viewers to think that Russia is the evil empire here

@GrooveDoc I don't say there was economic crisys i say "weakened", these in comparison to the Soviet Union, if you read any history book you will notice that in the 70's the USSR and the USA were the two biggest economies in the world, wile the USA sent thousands of troops,naval fleets,planes and weapons to Vietnam the URSS only give fuel and small arms to the viet cong and NVA,

In the vietnam war 58,220 US soldiers died wile only 16 Soviet men died add to these the all the protest in the US.

If russia relly wanted to destroy the US they will have done it years ago during the 70's,many modern historians belive that the Soviet Union was military more powerfull than the USA during the last years of the Vietnam war,a war that weakened America,economic and moraly.

About HARPP, well it is useless against Russia, Russia and it's main cities are in the center of a tectonic plate,HARPP won't be able to make a 2.0 herth quake in Russia, just type "plate tectonics map" in google.

really why are people scared of weather modification? imagine a day when Hurricanes no longer exist, a day when we could make it rain for the sake of alot of people. Those that really sound that bad hu? This is the first step to becoming a type 1 civilization and that is just what we need. (im talking about Freeman Dyson classification of course)
