i couldnt give a crap if techniqes are new or old, what matters is basic techniquesx that are practical, all i want to learn are some blocks and strikes, i will do the rest, i will modify and create combinations that works, doesnt really matter how stylied and "fancy" the tecniques get, as long as they are practical and work in killing somone.
there is nothing traditional about the seitei iai kata. In the early 20th century, the first 7 were agreed upon by committee. 3 more were added in the 1960's. This one sougiri and nukiuchi were added in 2000 to make 12 total. There are derived from traditional kata from different old schools. The technical points are often compromises arrived by the committee in charge of the official rules.
Maybe, the Doujo you are training in, does not practice this one...this kata is an exception. It does not deal with an imaginary fight situation, but is a cut practice only. But in fact it is the 11th kata of seiteigata.
It is amazing to see a person using a word three times in a single sentence and mispelling it every time.

I believe this kata (along with Nukiuchi, IIRC) was a more modern conception; not a traditional seitei-iai kata. But I could be wrong.
