i did all that while i was learning, so, theres a little kramer in there, but i try to find my own effects, and apply it to different things

i havent seen any tutorial of that.

that effect is made with masks turning on and off randomly with actions

i made a circle that wiggle on and off

then i duplicate it like 100 times

and put all the circles in the correct position with aling and distribute tools

then, this movieclip is used as ask for the text that perfectly alings with the text and the circles
