The fender of the Bay Bridge tower that was clipped by the freighter Cosco Busan last month has been repaired. The Cosco Busan was the first oceangoing vessel ever to hit the Bay Bridge, and the 58,000-gallon load of fuel oil that spilled from the resultant gash in its hull Nov. 7 caused the worst fouling in a decade of the area's waterways and beaches. Caltrans said Thursday that repairs to the concrete, steel and plastic fender had been completed three weeks ahead of schedule and $500,000 under the $2 million budget.
