As for the water restrictions, also another partial story. The Palis have agreed to reuse water, like Israel is doing. Israel is using less water today than in 1949, even though the population has increased greatly. This is by drainage systems and other ways of reusing water.
The Palis were supposed to have already put in place the drainage, etc, but they didn't. Now they want more water than Israel uses, since they do not take any responsibility for their own usages.
