I know this is a simplistic question, but from what I've heard in this clip, the fishermen seem to be "forced to fish in this way to make a living", but they seem to agree that this is not a sustainable practice and know that they're hurting themselves (their livelihoods) in the long run.
If everyone agrees that the current legislation isn't working: the fishermen, environmentalists, and the govt, why isn't the fishing industry coming up with solutions instead of waiting for regulation?
