@OldSkoolJumpStart The file has "©2000 Microsoft Corporation" in it, so I would wager that the file is copyright Microsoft (not Windows, which is a product). Additionally, any work is automatically considered copyright in most (international copyright law?) countries, regardless of whether it explicitly declares it or not.
