It also suggests that we've done a pretty poor job vetting these inmates to see who's innocent and who's guilty, and may have mistakenly picked up many, and dragged our heels in releasing them (up to an absolutely unconscionable 7 years in some cases).
Perhaps this is why they're so adamant about not allowing them to have trials, because that would expose the flimsy quality of evidence they have against many of them.
