It's in the Uyghur language used by the ethnic group living in Xinjiang. It has a Mandarin version called Empty Boat (空船) performed by Ke Yi Min (柯以敏). I think the translated Chinese title of this song is called The River Which Crosses the World (跨越世界的河流). It's from a TV series called Seven Swords of Mount Heaven (七剑下天山) based on the novel of the same title by the (late) renowned Wuxia writer Liang Yusheng (梁羽生).
