It's not an unjustified fee. There isn't a transponder in the rental vehicle, rather the payment of the toll depends on the lookup of the license plate, which requires the equipment to take the photograph, the personnel time to do the matching. Platepass is a third party company, not a part of Hertz. They offer a useful service.
