thats not the tide, i fish at the jetty all the time and a drag wnt spin that fast from the passage tides. most prob a stingray or these guys mates in a tinny.

Obviously that's the tide doing that, you can see the strong run-in tide pushing hard against the jetty pylon. And it's too slow to be a fish.
