The road he's on is over a mile high in a couple of places, and the brake check area he pulled into is just west of Elkhart. It'll snow in June sometimes up on Hwy 5 and 5C. One stretch is over a mile high, and there's another further west that is fairly high too, but Vancouver's rain hits the mountain valley, gets backed up, and dumps loads of snow all over the highway. In mid winter you're lucky to see more than 2 plows on the route, and they'll plow hours after the snows piles up.
