The point of the Chief losing it was that, just like Cavil and all of us, the impulse toward vengeance/justice is so strong that it threatens peace. It's throughout human history and not an easy dilemma to solve. For example, if the Bush administration isn't brought before justice for war crimes, then future officials will feel more free to do the same for personal short-term gain. We must have peace that is worthwhile.
