One thing I don't get...why did the Enclave soldiers open fire on the Vault Dwellers? I thought they were rallied up and taken to the Oil Rig to be protected against the modified FEV.

Unless they were assuming the first ones out would be armed/they had to display "a show of force" before they could convince the others to come with.
