@Xeno426 its a jewish custom; from wiki; Ancient Greek phylacterion, form of phylássein, φυλάσσειν meaning "to guard, protect") are a set of small cubic leather boxes painted black, containing scrolls of parchment inscribed with verses from the Torah, with leather straps dyed black on one side, and worn by observant Jews during weekday morning prayers. Although "tefillin" is technically the plural form (the singular being "tefillah"), it is loosely used as a singular as well.

Probably tape, rope or something similar. Wrap it around your arm so that you always have it on hand, never know when you might need it. This kind of activity isn't uncommon amongst soldiers. Anything that might give you an edge in the field.

@MrWillywax Orthodox Jews aren't forbidden from fighting in the army, only a small sect in Orthodoxy refuses to participate. I know a few Orthodox Jews that served in the army.

@elem101 Correct, he's strapping "Tefilin" (leather laces tied to a small box in which there's the Jewish prayer "Shema Israel"). Tefilin are also worn around the head, and are not specific to ortodox Jews (by the way, orthodox Jews are forbidden to fight in the army); they're offered to every Jewish young boy for his Bar Mitsvah
