Considering the popularity of Strauss Waltzes, it's very likely that the organ there has arrangements of some of these songs.

This is a medley, though. It contains more than a few of Strauss' more famous waltzes. It's more likely that you heard an arrangement of one of the songs that was featured in this medley.

This one song is a medley of many different waltzes by Johann Strauss. They are very famous in their own rights.
The versions of the individual songs in this medley are only a few seconds long and are only the most recognisable bits from the waltzes.
The organ at the Looff Carousel probably has arrangements of some of these waltzes, given their fame.
