Its not in the game, its just in the game files, it was never placed ingame.

OMG.... this vid, he says it, its in the game, no in radio form but in writing. take the PTRS and go to the duble tap room. thes a small radiator like thing in the mid. on the opposite side thers a hole, scope in and u find a book, the field ops manual. one side is covered with another book so u can only see part of it

This message can be heard only in the iPod touch version of the game if the player knifes the AC unit found right in front of the Double Tap Root Beer machine. It can also be accessed in the PC version by going through the game's files. The message has also been found in a hidden field manual page (360/PS3/PC). It plays the following:
