When one states a condition they are afflicted with, the normal thing would be to assume they've been diagnosed, unless they say something that would lead you to think otherwise. For me, for this question, the diagnosis is official. Had it been self-made, I would've made it years ago, but only on having a relative diagnosed did it ever occur to me that the diagnosis also fits my own condition. I'd dismissed the possibility long ago, until that happened.

That's what it all boils down to. But sometimes, labels are convenient shortcuts to use when describing some facet or another of one's self to complete strangers. But labels, when used, should only really ever be self-applied, at least in a context like this one. It's okay to label one's self, but not a good habit to label everyone else. :-#
