Looks like you have a lot of solids in there.

Most effective would be a preliminary roughing filter. Whats the loading? Anything over 300 lbs of BOD/day/1000 cu ft would go to a roughing filter first. Those are usually the best for treating a high BOD or COD before further treatment in a standard rate or high rate trickling filter or some sort of activated sludge treatment.

For very high COD in influent.. what is the most effective treatment process?

are they converting this to fuel ? Natural Gas? or what ?

It's normal domestic wastewater. They're treating it and the plane effluent is clean water, in accordance with their discharge permit. The solids are hauled offsite, pressed, and taken to a landfill (a common practice).
