That's right. 防空洞 is "a Shelter," which is something you can find during war time, if it is read as a noun and as a whole. It would be a metaphor of a place to hide.
And it can be a pun, if we read it as verb-adjective (防-空洞): to prevent void and emptiness.
I love the ambiguity, that's why I love the song. Thanks for the video posting.
