No, the 1% was Corneria damage triggers and bug fixes. The patch I have for the ROM fixes that.

If the game was running too fast it would be unplayable. This is a problem on many older versions of ZSNES in paticular, where its impossible to play the original Starfox due to the speed increase. Modern emulators correct this problem.
