Only the first part is a little bit droll, but at the end it takes the cake for me... It's a short enough video (more like audio with still) so that I'm able to sit through it just for that. If you don't laugh in at this thing you just aren't enjoying yourself.

Obama does use a teleprompter a lot, disturbingly so and a lot more than his predecessors from what I've heard. The impersonation is okay, but the joke just isn't funny.
