This is one of Fei Longs safe jump setups that can be used against most of the cast.
To do the setup do as follows:
Back throw your opponent.
Perform a s.lk immediately as you recover from the throw animation.
Then neutral jump hard kick.
I also added a option select to the jump so when you jump input hk, then down back hp.
Which will results in the following:
1. Opponent blocks or gets hit they will be put in stun and c.hp will not follow
2. Opponent backdashes, c.hp will be performed and will punish the backdash
3. Opponent reversals, you are put in a blocking state
Explanation of why you are put in a block state: If the opponent does a reversal special that has invincible frames on startup this will nullify the jumping hk causing it to wiff. In this example due to the range and how close Fei is to the ground by the time the shoryuken becomes active Fei is far enough to be able to land and block before the shoryuken can reach him.
Timing is strict so if your timing is off you risk getting reversaled however if you replace s.lk with c.lp or c.lk you are given slightly more leniency.
