I'm not being rude but hairspray and glue are REALLY washable. So when it rains, you'll see a puddle full of glitters ); I tried it before.

the glitter may stick better to the shoe if you took the factory finisg off the shoe first, there are finish removers but a cheap way you could do it is lightly sand it with sandpaper

@santinabby Girl, I feel you on that! Haha, I wanted to get a pair from the mall for this one dance at school, but then I saw the prices and thought to myself, "Uh-uh, there must be a cheaper way to pull these shoes off!" :D
