The ideology behind youtube's video throttoling is perfect from their perspective, and was originally done to cut the over cost of their data centres, although they do try and sell it off as "Improving your experience and services".
One method I would trial is expanding the code of the algorithms to include latency, location (through IP), video demand (Views per day/hour/minute) and number of viewers watching. By inclduding these, the streaming process could be smoothed out.

Hey man, I was just fuckin around earlier. I didn't know yall had such shitty caps. Hope it gets better. Some companies here are getting rid of the caps because everyone is switching to companies without caps so they're all doing it.
I know this is really olld but I want to make my rant.
Youtube now implement a very intelligent set of algorithms that calculate the average needed download speed of a video by taking into account its legnth and size.
The problem is, the guy who designed it forgot to take one thing into account....ISP's also limit youtube. The affect of this is videos that are left buffering repeatedly as the ISP's limmits intefere with the workings of the traffic shaping performerd by youtube.

@snedie69er , yeah its great that they have acted on the issue but not so great for the reason you mentioned. I had also heard similar reports of this as well. I wonder if they are working on a solution.

The suggestion I made is over a year old now, but I still am not aware that they are doing what I suggested unless its in a setting somewhere that Ive missed. For instance I just checked this video file again and it pre-cached the entire vid in about half the time it took to play it, Im only on a 1500 ADSL connection. Can you provide more evidence that the throttling is occuring now??
