This is more than 16 bars. On average 16 bars reach a length of 30 seconds. And tons of actors have no representation and go to auditions. Any one can go to an open call, but if we are talking Equity, anyone can go but a non-equity actor can't and won't be seen if an equity actors is waiting.

A 16 bar audition is a type of audition that typically includes a portion of the piece that will show the auditioner that you would be a good fit for the part you are auditioning for. Depending on the musical piece chosen, they are not based on an exact measure of 16 bars.
