Buying a parakeet involves visiting a local pet store or bird breeder, deciding whether the desired bird should be primarily attractive or primarily friendly and choosing an active bird who looks healthy. Choose a parakeet, and keep the wings clipped for its own safety, with information from a pet hobbyist in this free video on pet care.

the parakeet wont just fall off your shoulder. If it ever fell its would flap its wings n fall to the ground at an angle. But make sure it's chest wont be damaged because thats harmful. But yeah lol

I've never had to clip a bird's wings. Just make sure to cover up any windows that it's near or it could fly into them. Other than that, it's healthy for parakeets to fly around your house. If you have kids then it can get complicated because kids have a long track record of being irresponsible when handling small pets.

I'm considering getting a parakeet and I would love to be able to play with it. I am curious about getting their wings clipped however. I figure I should get them clipped, but what if it fell off my shoulder or something similar?

Clipping a birds wings is like painlessly cutting off a persons legs, leaving them to crawl around with just their arms.
