You can significantly reduce the flutting of the screen by using an OS routine for clearing the console instead of drawing a bunch of blank lines.

@gargantuan101 it has to remake the edges every single buffer.

@gargantuan101 because c++ standard doesn't have a function to refresh(buffer) the screen, as far as i know.

@gargantuan101 This is just a theory (since I honestly have no idea how this is layed out), but I assume it's because the way the visuals are handled is by calling the layout again for each tick (in which the line of o's move), which causes it to "flash", as it's actually creating a new screen of text.
Pause the video, press 2 and then F13
