Saw the Mexican dub. It's something about the air pressure causing resistance, giving extra pull to the Napalm Stretch as it nears the ground, causing the X. If done from re-entry, pressurized air COULD indeed enhance the Stretch- which is entirely possible, given the Choujin can fly.
