It's basically used to keep the airway free of obstructions, whether that's something falling into the airway (loose tooth, food etc) or fluid, which could be mucus from the nose or vomit. It is designed to be used on unconcious people, the only thing to be aware of is that if the patient has cervical trauma (damage to the neck part of the spine) movement of the head can cause severe injury or death.

And when should it be used?
Can it be used in any medical emergency situation, where the patient passes out?
