I think its the emergency acceleration system he uses on his legs.

i think x tends to keep some of his formal upgrades and paint them blue or have armer from the start. at the start of 5 he has the forth armer and at the start of 6 he has the falcon i believe. the boots in this game enabled air dash i think so yeah i think he kept his boots from x1
