    The little tendrils are plasma trails caused by the collective electric charge in the air, caused by charged dust getting picked up by the wind. The charge in the cloud is powerful enough to actually rip apart the air and create conductive plasma. Basic electrical theory says that a charge wants to equalize itself, or go back to ground. So once those little tendrils find a ground to go to all of the charge contacting those plasma trails flashes through that one tendril and makes a big flash.

    It's actually really simple electromagnetism. Once an EM field gets large enough it has the ability to rip apart molecules and create plasma. This is the base theory behind Tesla Coils which create the same phenomena.

    The clouds pick up the accumulated charge from dust that it kicks up. This is why we get AMAZING thunder storms in Arizona because the ground is always dry enough to kick up a ton of dust.
