This is the PHA, or Phila. Housing Authority, public housing at 2133 and 2135 Fitzwater St. It's always a trashy mess because PHA does nothing about it. No tenant faces consequences for being pigs that I can tell. A few convicted felons with truly frightening records were evicted, so thank you to Scattered Site Management for that. But these guys regularly return sit on the steps and deal drugs, and spot drug buyers for other sellers, directing them to the mobile sales location using cell phones. So the convicted repeat violent felons don't live there anymore, they just work there. This is all courtesy Carl Greene, PHA CEO, who lives about two blocks away at Naval Square in a luxury gated community. The dealers came right back after this video was taken. They were upset. Note how far the trash from these two houses extends down the block, like a bomb.

Also note that the house front is filthy, with peeling paint of ugly colors, pink and orange, the doors don't match, a rug is stuffed in the broken basement window, there is graffiti from magic markers on the facade, and these houses are completely out of character with the other houses on the block. PHA gets money to maintain every property it owns. Where does this money go? It's not being used to do normal maintenance on these properties, not being used to educate tenants about their responsibilities, not being used to do annual upkeep like painting or graffiti removal. Where is all this money going?

  • PHA is the largest landlord in Pennsylvania, and all of it is in Philly, and the PHA owned properties pay ZERO in property taxes! That means the huge cost of tenants that are allowed to do whatever and live however, from taxpayer subsidized drugs and drink, live in property owned by a landlord that pays nothing towards the education, upkeep, trash removal, policing, court costs, or jail for any PHA resident or guest. It's not working.

  • The guy doing the delivery is a local pizza guy from Olde Towne. When you live in PHA and pay $30 bucks a month in rent, you can afford to eat out almost everyday. Then when you done scarfing your delivery, you chuck the trash right out the front door.
