To put it simply, the Internet can not be "shut down". A large scale act of cyber-terrorism as they're calling it these days, could potentially down thousands upon thousands of servers, or worse compromise SCADA systems, but in the end, for the entire Internet to cease functioning, a catastrophic event of doomsday/end-of-the-world proportions would be required.

If the government decides to shut down the internet, how would we know whether it's the gov't or a virus? I can see the White House blaming a virus but being behind the shut down.
