Cruise passenger Janet Richardson became ill on a cruise aboard the Ocean Countess. When she was being transferred from the cruise ship to the Norwegian rescue vesel, the vessels came apart and the rescue team dumped her from the stretcher into the freezing water.     Some have asserted that this is merely a tragic accident and that "No one is to blame." Professional seamen know that a personnel transfer at sea should NEVER occur from a ship to a small craft - especially without a buoyed wire cage stretcher, adequate handling lines, the use of a boom, crane, or davit, and a transfer from one small boat to another. If as a Naval Officer, I had allowed such monstrously inept handling I'd have been court martial-ed and imprisoned for negligent homicide.
