No, you didn't say "better", and I was fairly certain you would REMIND me that you didn't say "better". Nevertheless, you DID imply as much.
But you DID say Bach learned from Vivaldi the "proper" way to "manage thematic materials" and modulate, which clearly implies that you think he was previously doing it the "wrong" way. I see you deleted comment so you could deny ever having said it. LOL

Bach was already a mature composer of 28 at the Weimar court when Germany caught the Italian fever.
You make it sound he didn't know how to compose until the Italians showed them the light.
From the Italians, he learned the new Italian style of concerto writing. And like the Borg from Star Trek, he assimilated the Italianisms into his own personal style of composition.

Of course, I know the devices of fugato.
I just wanted you to clarify how Haendel's and Telemann's "fugal development" is, in your opinion, better than Bach's.
Is this an apples-to-oranges comparison, such as free fugues for ensemble by Haendel or Telemann with strict fugues for solo keyboard by Bach?
